I've got a similar issue with Almalinux 8. Modular packages are shown in the software channel, but after creating a lifecycle project (including ALL modular filters), these are not available...
Meantime I've found a possible cause, at least with Perl that I need so much. I used to download only the latest packages from a repo (`spacewalk-repo-sync -p BASECHANNEL --latest`)....
