[TodoList] Counter overlay is very big, even overlapping other things in the panel, when panel is tall

This involves rewriting the translation math so that it's centered. It's not super easy since the masking code probably needs the source object (the IconItem) to be the same size as the mask. This is what I assume, since I haven't tested otherwise yet.
