Compatibility with libjwt 3.x

As of February 11th, libjwt 2.x branch has been deprecated as legacy and has been superseded by 3.x (more info at https://github.com/benmcollins/libjwt/releases/tag/v3.0.0).

I would like to:

1. Ask whether this new version is compatible with ZoneMinder's 1.36 branch, and

2. As I suspect that it is not, bring this version bump to your attention (if it weren't already) so you can properly tackle the issue in some future version.
