Clear all tags globally (without selecting) #26

Allows clearing tags without selecting. It uses the labelling interface to use the tagToQuery, publicationType, and exclusion. Added the button beside "start". It uses the same clearBookmarkTags function that the existing clear tag feature uses. So basically this is just a wrapper that takes the form arguments to fetch the bookmarks for the clearBookmarkTags function. #26
