Would the service worker on its own work?

Potentially odd question - but say a monetary budget is tight, or a user doesn't want to use Cloudflare for whatever reason (some people are weird about it, some not!), would implementing only the Service Worker part of this still work, albeit not so quickly/efficiently? It's basically just service-worker caching of GFonts at that point?
