Put up spectator tools on the top global command bar

Specfullview toggle was specifically requested.

Also "all options". There are lots of spec tools (specfullview, spec panels, attrition counter, the recently added camera that automatically tracks action, ...) so they probably won't all fit on the bar individually but maybe there could be a dropdown (like teamcolor toggles) or a submenu (like cheat sheet).
