Fix broken hovering when using scaled UI

I think the fix should be in function widget:IsAbove() in api_chili, since that is where the rest of the uiScale shifts are.

I checked widget:IsAbove() and scale is already taken into account. I cannot reproduce a bug with hovers. There has been no response to my query, so I'm closing this.
