Lower selection rank for rearming bombers

Could have a reduced selection rank setting for bombers with no ammo or with a rearm command. These are not 100% overlapping but perhaps picking one or the other is fine. Perhaps rearm could be subject to the existing retreat setting, and the existing "deselect when starts retreating" as well?
