Configurable retreat thresholds

Let people set the retreat thresholds in settings, possibly with the option to add more? This would involve sending messages to luarules that then set team rules params.

From the buried ticket:

add a ton of retreat states (for example at 5%, 10%, 15% etc), then use the skip/hide mechanism that hides Roam and Return Fire so that all but the current default three are hidden by default. The color palette is an issue but maybe people would naturally only pick distant options
