I'm seeing this same issue in this same circumstance edit: weirdly I'm still seeing this error when I check out a revision I thought was known good

`ld` is at `/usr/bin/ld` for me. I was only able to fix this issue by removing `--incompatible_strict_action_env`. Root cause seems to be https://github.com/bazelbuild/bazel/issues/21334.
