Dutch quotation marks are incorrect

The Dutch quotation marks are incorrect, forcing me to change the extension’s language to English on every site I visit to get the expected behavior. The current quotation marks are sometimes used in newspapers but LEFT DOUBLE QUOTATION MARK and RIGHT DOUBLE QUOTATION MARK are more common outside of that context.

In a Dutch-language explainer about when to use single or double quotation marks, the Dutch society Onze Taal uses LEFT DOUBLE QUOTATION MARK and RIGHT DOUBLE QUOTATION MARK (and LEFT SINGLE QUOTATION MARK and RIGHT SINGLE QUOTATION MARK).

I propose we update the Dutch ruleset to match the English ruleset.
