[Bug]: Raid Buffs don't obey the ability order set in overrides.

What are you trying to do?

Trying to to have raid buffs sorted by their cooldown, but it doesn't work. I've disabled "Order by party Member" :

And set overrides to 2 for Brotherhood and 3 for Chain Stratagem :

But they seem to still follow party order :

What is the expected behaviour?

Brotherhood is always before Chain Straragem.

What actually happened?

It isn't.

• [X] I have confirmed that I have the latest version of Ravahn's FFXIV_ACT_Plugin, ngld's OverlayPlugin and cactbot (for the memory reading) are up to date.

I'll check it out soon, does seem like a bug that my recent partial rework caused. Will let you know if I fix it.
