[jit] Compilation was disabled with streamer.dll enabled with jit 2.4.1 and 2.4

Actual jit version is incompatible with incognito's streamer.dll 2.9.5 version and any lower. Tested on this blank gamemode blank.txt

Jit version 2.4.1 server_log.txt: Same with version 2.4.
