Work out how to release Zebra binaries

Have a downloadable link to Zebra binaries on the Zcash Foundation website.

We need to update or delete the release RFC.

• [ ] Get a Docker partner/verified account for the Zcash Foundation
• [ ] Work out how to release docker binaries securely
• [ ] Add download info to the README and a link to the Foundation website

In March 2021, we merged a draft release process RFC.

Before we do beta and stable releases, we need to revise that RFC.

• [ ] decide how to handle each comment on the original RFC PR https://github.com/ZcashFoundation/zebra/pull/1063
• [ ] re-review the draft based on our experience of Zebra alpha releases
• [ ] make changes based on the current network upgrade process (NUP)
• [ ] merge the draft as an accepted RFC

Describe alternatives you've considered

We need to make some kind of decision about stable releases, and it should be consistent.

Delayed for a few sprints, because this is the kind of task a DevOps person could lead.

@gustavovalverde this ticket had a lot of overlap with other tasks that are scheduled later in the release candidate series.

I've updated it to focus on the release process, we can do user instructions in another ticket.
