Document intended use for FROST

During our latest FROST check in we mentioned that we were not going to implement importing secret keys and simply document how implementers using the FROST library might do this.

As part of this work we should therefore document intended use for the FROST library within implementer's own infrastructure as well as any assumptions about key formats, etc...
