SMAPI installatiom error

I get this error message as soon as I try to install SMAPI:

/storage/emulated/0/SMAPI Installer/base.apk: open failed: EPERM (Operation not permitted)

I've given the installer app all the permissions it can be given, including installation, and I've downloaded the old version 1.5.6.39 of the game, and deleted the old Stardew Valley folder on my phone.

I'm on Android 13. How can I get SMAPI to install?
