Offer players choice of pop-up positioning.

In theUO legacy client you can choose to have pop ups appear at your mouse, or at a specific icon, and possibly one other place. This should be implemented.

Although I'm sure this won't take much time, I'm still pushing it off to Milestone 0.8 so I can keep the number of issues addressed in Milestone 0.7 to 70. ;)
