Implement edit_help=1 tutorial

The goal is to:

  • Display a short tutorial whenever edit_help=1 query param is present
  • The tutorial behaves exactly the same as on the existing website
  • When tutorial is finished, the query param is removed
  • Tutorial is only activated for logged in users
