"Hybrid" aerial

Now that we have vector tiles (Liberty), a "hybrid" aerial mode could be implemented. That is where aerial imagery is an "underlay" with 100% opacity and certain features (POIs, highways, but not landuse) are overlaid on top of the aerial imagery. OSMAnd has such a feature, and Bing as well I think.

Yup, this and https://github.com/openstreetmap-ng/openstreetmap-ng/issues/184 are duplicates.

Anyone is welcome to contribute this feature as it would be a really good improvement. I can assist with setting up a local dev environment if the existing documentation is not enough. Just email me or message me on Discord.
