Implement groups

Go to https://www.openstreetmap.ng/user/flo2154_348648:

  1. This user is part of 5 groups – maybe because you generated the test dataset like that?
  2. Clicking on the title/"View all" or "Discover groups" leads to JSON "Not found" pages:

Ah yes, not implemented yet 👍. Here's how my priorities work:

  1. Everyday use of the platform (core) — Generally done
  2. Management and administration — Partially done
  3. New stuff: Groups, API 0.7, etc. — Not ready at all

For the public launch, my target was to reach 1 with some 2.

Maybe change http status code from 404 Not Found to 501 Not Implemented?
