Have a better Welcome mat

There is a section in the OSM website which is called the Welcome Mat. Its purpose is to explain basic things about the project:

  • https://github.com/osmfoundation/welcome-mat
  • https://welcome.openstreetmap.org/

But it has not updated, it is only in English. There is a proposal here: https://github.com/Andygol/welcome-mat-osmf (from this issue https://github.com/osmfoundation/welcome-mat/issues/8)

@angoca poderia incluir a lingua portuguesa para os países Angola, Brasil, Cabo Verde, Guiné-Bissau, Guiné-Equatorial, Moçambique, Portugal, São Tomé e Príncipe e Timor-Leste de lingua Lusofonia.
