Just like changesets are visualized in history view. Whenever an element is hovered over, display it on the map.
Display a small check box like "remember my choice" which will edit the user preference whenever some button is clicked. Indicate which editor is the currently preferred one.
Normal users will see that a comment has been hidden. Moderators and authors can expand the hidden comment and unhide it.
