Lower case hashtags are capitalized by default

I'd like to use lower case tags in Hugo, but bhugo capitalizes them when writing the markdown file. Can my lower case hashtags be preserved in the markdown file output?

Hey @allegre, like I said on the other issue you opened, I'm not actively working on this project but am happy to review a PR if you'd like to add this as a customization option.
