Exclude tag for ignoring notes

Add a special case for a tag like #blog/exclude or whatever to exclude a note from being parsed by Bear. Could be useful if the file has been updated in Hugo or Bear is out of date for whatever reason and wouldn't want to accidentally overwrite the Hugo version.
