EN16931_Elektron.pdf shows #ef= before filename and empty window when clicked on Öffnen

I had accidentally saved the elektron example from En16931 instead of the xrechnung profile. In that case the filenames are prefixed by #ef= and do lack AttachmentBinaryObject in which case maybe öffnen should not be shown, open the correct attachment (of the pdf, in case it's loaded in that context), or open the window with a explanatory note
