[add] SLAM dataset + paper

Hi @ZHOUYI1023,

I want to add a paper about 4D Radar SLAM and the corresponding dataset. I am not familiar with the datatype naming convention for the datasets. The dataset consists of ROS1 bag files which contain 3D Polar Coordinates. Does PC mean Polar Coordinates or is it for Point Cloud? Please correct me.
