Bug Description

Unwaxing blocks, creating path blocks, stripping logs, etc will not work even as an OP bypassing an area, if that area has the flags to block said actions

Steps To Reproduce

  1. Create a region
  2. Add the flag tools-secondary
  3. Try and bypass the flag as an op by stripping a log
