Add needrestart

needrestart checks which daemons need to be restarted after library upgrades. It is inspired by checkrestart from the debian-goodies package.

it would be nice to add needrestart to ynh, to automatically restart services after updates, so users don't have to do it manually (which is often never done, I guess)

it would be a great security enhancement
