Decrese second jump when picking video thumbnail

As of now, when choosing a thumbnail, it seems like the jumps are quite drastic about 2-3seconds.

I think it would be beneficial if the thumbnail range was decreased to 1 second or a sub-second time. This would allow for more precise thumbnail curation.

Thoughts?
