Deprecate vue-carousel with vuetify builtin carousel

v-carousel 目前還沒有類似 `goToPage` 的 API https://github.com/Disfactory/frontend/blob/d78224374ff060e7069d6a56c88d21eca2b32102/src/components/TutorialModal.vue#L81 所以先只修改 SafetyModal 的 carousel
