Installation issue: "Could not install packages due to an OSError"

I tried just running pip install as stated in the README file but I got this error. Then I tried some things I saw on Stack Exchange but I am getting the same error: image I see that others have posted about installation issues as well but I think this is different. What could be causing this issue?
