Add tooltip to Helptext Questionmark component for clarification

Please give us a description of what happened.

When hovering over the <HelpLink /> Component nothing happens, when I click it it opens a new page. Before I click it - as a user - I would expect more information on what's going to happen. I think this could be made clearer by adding a tooltip with a variation of the current screenreader text ( Currently: "Help on choosing the perfect focus keyphrase" ) and extra clarification that it opens a new page.

Please describe what you expected to happen and why.

I would expect more image instead of guessing what will happen when I click the ? Icon.
