Add tooltip component to UI library

What is the goal of this issue?

To add a tooltip component to the UI library.

What needs to be done to achieve the goal?

A new component has to be created with the use of tailwind/css classes. This issue arise as a need for solving the #947 issue.

A new tooltip component that can be used open source.

Yes documentation should be added to the ui-library and the Storybook
