Posts/Pages appear as unencoded URLs in sitemap

Please describe what you expected to happen and why.

They would show the URL as defined in the permalink

How can we reproduce this behavior?

1.Make a post using a non-latin based language like Russian or Chinese.

2. Ensure a Russian word like: Забравена парола appears in the permalink

3.See permalink in snippet preview and it shows unencoded url

4. Check sitemap and see sitemap fails to the permalink in the Russian language and instead shows it as unencoded.
