removes uses of the v1 PagerDuty API that is being decommissioned. https://v2.developer.pagerduty.com/docs/v1-rest-api-decommissioning-faq

This PR was a bit rushed as the Oct 19th deadline is fast approaching, but preliminary testing says it works and I decided to submit this in hopes that it saves someone else some work.
