[Bug]: OOM kick does not trigger a reaction

Describe the bug

There is no entry for oom kick in the reactions struct where end session kick/network bail/etc are found.

Steps To Reproduce

Get OOM kicked. You cannot automatically kick the sender, time them out, etc.

I think a simple reaction creation and then processing it on an OOM kick would do the trick. I'll do it later once I finish my radio sync pr and if I'm not studying.
