plugin for Picard

Hey! Here is some glue code for Picard. The plugin folder needs to be manually symlinked. I had no time for README or any instructions on usage. The code works but I am sure with your insight to wld it can be improved. Thanks for wlg.

Sidenote on Picard plugin development: Any time you make a change to the plugin code you need to shut down the application and run it again. Quite tedious... Ref.: https://community.metabrainz.org/t/plugin-development-debugging/420344
