Make more .ini files that limit what MOE can do (for low CPU systems)

We should make new .ini files that cripple MOE when a CPU is weak so that the user doesn't have a terrible experience.

Example: EPI in docker takes hours, kriging works well though, we should just make it impossible to do EPI in docker (for now).
