new output to EquipTool protoflux node: failure reason

some times you want to know why a tool doesnt equip when trying to equip a tool, say you dont have perms or something is in your hand, unknown, etc etc.

a new output on the EquipTool protoflux node telling you the failure to equip reason

This wouldn't really fit into ProtoFlux's design pattern I think. Usually when a node has different types of error results, there are different impulse outputs for them.

So I imagine if this is added it would be more consistent to add the information in the form of a different impulse output, so a OnNoPermission in addition to OnFailed.
