StringInsert on empty string always returns empty string.

Describe the bug?

StringInsert ignores the inserted string when the original string is empty even though it is equivalent to prepending when StartIndex=0 and equivalent to appending when StartIndex=Str.Length. It should comply to both when Str="" and StartIndex=0.

To Reproduce

The bottom StringInsert shows the errorneous behaviour: resrec:///U-TheAutopilot/R-0dae04f0-9687-46cb-a113-7b3d11d624ba

Expected behavior

The correct output would be "abc".
