Additional Issue Templates

Adds some additional issue templates. (Partially) addresses #438

Templates

[x] Language Request
[x] Translation Issue
[x] Missing Keys from Base (English)

I'm open to suggestions for other templates, but I believe this should be good as-is for now.

I'm not sure if we'd want to have Language Request - we generally can't do much with those, other than tell people to see if anybody's willing to contribute that particular language.

I'd probably change that to language coordination issue or something like that?
