"World.Actions.GuestWarning" translation key

"World.Actions.GuestWarning" is empty on /Locale/blob/main/en.json on current commit (ef9db177e70342b44209a21e074df8ea372a0a3d).

Translation messages usually are not empty. Is that expected? Or is it a bug?
