Great reproduction work!

The parameter number reported in OverNet paper is 0.9M. When I run your code, the parameter number is 285K. Did I miss something important? Really need your help!

BTW, I used the default channel number 16 in your code

Well, maybe you can just change the number of channels, which is not pointed out explicitly in the paper.
