Consider removing livingwood tools and increasing the default number of modifiers to 4

Livingwood is, to put it bluntly, broken. You can get 3 additional modifiers, totaling 7 if you also include paper. I didn't include Tinkers' Tool Leveling because I think that many modifiers removes an element of choice.

I think we should keep paper, but remove livingwood. If we then increase the base number of modifiers by 1 we can get a maximum of 5 modifiers.
