Request: Always On Drum SFX Option.

Pretty straight forward, add an option to have Drum SFX always on. Also, a possible sub option to disable the drum track when a drum profile is active and drumsfx are always on.

After looking at the code, this seems like a pretty quick patch in. Would contribute myself if i could get the project to actually load properly.
