More Options menu - glitchy scrollbar

The "More Options" popup menu in the Music Library has a weird scrollbar. It works fine when using just the mouse, but it changes length when using the strum bar to scroll through the options. The scrollbar should stay at the same length, because the content of the menu doesn't change. Also, using the scrollbar does nothing, because all of the options are already visible.

Expected behavior is to have the scrollbar stay the same length at all times, and to hide the scrollbar when all of the options are already shown since it is unnecessary.
