Job If there is no data on a give course for a given semester, use the information from a previous semester

Describe a possible solution If no information available for Course A in Semester X, then find another semester where course A was taught and use that course information for Course explorer.

Context Upcoming semester aren't always populated into the course catalog yet (See Spring 2022 on live prod)
