Automatically raise windows

This is very big effort to create a reusable module not just for Liquid, but for other QT/C++ programs.

In case with Liquid, apps and main the main program's window need communicate in real time. This is to raise windows, mark certain apps as running, make it possible to close running apps upon deletion from the main window and via CLI, etc.
