I cannot reproduce. @dakky is it possible that your "lower level" folder is a nested group folder? Would be helpful if you could post your groupfolder setup.
@dakky I assume rclone could be used in different ways. Did you use nextcloud webdav for sync in both cases? If you don't have any shares related to that groupfolder,...
Updated to groupfolders 17.0 (NC 29) and still see that issue.

Just tried with my NC29 test installation and followed your step. But actually user in group2 is able to delete. Please double check whether the steps to reproduce are complete....
I assume you are mixing up general Access rights via Admin settings and ACL. Please be more precise where you did those access restrictions. For me is also not clear...
On the frist view I would say as expected. ACL deny does overwrite general permit. Try to add a ACL grant to read for Admin and double check again. ~~But...
Please also double check whether your issue is a duplicate of https://github.com/nextcloud/groupfolders/issues/2812.
I'm using Ubuntu 22.04 with nautilus. The groupfolders are shown correctly with webdav. But if you enter such a groupfolder, the id is shown within the path: 
@sunnyd24 These are different issues. Keeping the id for the raw filesystem does make sense to keep things simple. Accessing the raw filesystem directly is not an intended use case...
