OpenCL support

According to https://github.com/Xtra-Computing/thundersvm/issues/49 once a OpenCL version was planned. Are there currently any concrete plans?

@tarnh We currently don't have a plan for an OpenCL version, due to the limitation of manpower of our team. However, it is an upgrade we like to do. We would be happy to support if the community can contribute an OpenCL version to ThunderSVM.
